How to add Blinking LED or Morse code on badges

Designing conference badges (official or unofficial) has become something of an art. It can get very serious.
Personalized name badges. I understand that hams often wear call signs. Most badges were made of metal sheet with enamel in.

But later it became common to place something like a blinking LED or perhaps blinking Morse code on top of a sculpted antenna tower.

In those simpler times, I wanted to see if I could create my own badges using readily available modules.

Such as add the Blinking LED or Morse code on PCB board with  etched art on or enamel in .
